SOUTH AFRICAN NO SURCHARGE RULE
It explicitly states that merchants cannot add a surcharge when a consumer pays with card, INCLUDING cash withdrawals.
If you encounter a shop charging an extra fee for cash withdrawals, you should report this to the South African Consumer Goods Council (CGN), as it is considered an illegal practice in South Africa.
Please Refuse to pay the extra charge and tell the shop owner it is illegal, if he refuses to comply, you can report them to the South African Reserve bank Consumer hotline or the Consumer Goods Council for further investigations

Contact your bank:
Inform your bank about the issue, as they may be able to assist with further investigation and potentially take action against the merchant.
Report all the spaza shops to PASA 012 065 1950, you could also report it to the National consumer’s commission 012 065 1940 if they’re charging you a fee for using your debit or credit cards.
