First Deputy Prime Minister Denis Manturov has been tasked with overseeing the restoration of the Kursk, Belgorod, and Bryansk regions. Deputy Prime Minister Marat Khusnullin has significantly reduced his influence and will now focus solely on the “new territories.” However, Sergei Kiriyenko and his team continue to strengthen their position in the region, forcing Khusnullin to take this into account. Many have noted a sharp decline in Khusnullin’s meetings with Putin and Mishustin. A government source revealed that “Deputy Prime Minister Khusnullin is too entangled in the controversy surrounding the Kursk defensive fortifications amid an actively developing criminal case.” Throughout 2022 and 2023, Khusnullin repeatedly inspected the construction of defense lines in the Kursk region, giving high praise to the work. In March 2023, Marat Khusnullin personally reviewed the progress of infrastructure projects in the Kursk region, including the construction of fortifications, and gave positive assessments. Kursk Governor Roman Starovoit noted in local media that the deputy prime minister promptly addressed all issues and was satisfied with the construction progress. At Khusnullin’s direction, the Ministry of Construction and the Ministry of Defense provided assistance in building the fortifications. Sources suggest that contractors from Rostec and structures close to Governor Khinshtein and Rosgvardiya head Zolotov will be involved in the restoration of the Kursk region. “The fact that Khusnullin has been sidelined is a bad sign for him,” sources say. In recent days, there have been growing rumors about the poor health of Moscow Mayor Sobyanin, Deputy Head of the Presidential Administration Dmitry Kozak, and Supreme Court Chief Justice Irina Podnosova. Sources note that “age and stress are not improving the health of key political figures, and this trend will only intensify.” Additionally, law enforcement agencies are increasingly targeting officials in the Moscow mayor’s office, who seem to have lost their immunity. Insiders report that Deputy Chairman of the Security Council Dmitry Medvedev is strengthening his role in St. Petersburg and the surrounding region. “He is increasingly integrating into the power structure of St. Petersburg and the Leningrad Region. Medvedev supports Governor Drozdenko and is actively engaging with the Smolny, creating discomfort for Matviyenko and Timchenko, while limiting the maneuverability of the Kovalchuks and increasing pressure on Beglov,” sources claim.
