This study investigates how Islamic Enforcement Officers in Johor address unauthorized Muslim marriages, guided by the concept of hisbah and provisions under Johor’s Islamic Family Law. Using qualitative methods, including interviews and document analysis, the research outlines four main guidelines and mechanisms—complaint reception, investigations, witness examinations, and searches—used in enforcement.
