The clampdown, announced in a public notice by Acting Town Clerk Phakhamile Mabhena Moyo on Thursday, June 13, 2025, aims to enforce compliance with city by-laws across the CBD, industrial areas, and all suburbs. Moyo said that as part of the intensified enforcement drive, the City will begin disconnecting water services to all commercial and industrial properties found to be in arrears or operating without valid business licenses. Furthermore, the City Health Department will conduct inspections, with powers to close down premises found operating without running water in direct contravention of the Public Health Act Chapter 15.17 and the Harare Licensed Premises By-Law. The notice specifically warns properties with multiple tenants to ensure collective compliance. Landlords and tenants are advised that the entire building could face closure due to the non-compliance of even a single tenant, leading to widespread inconvenience. Businesses currently operating without valid licenses are being urged to regularise their operations and settle outstanding arrears by visiting the Rowan Martin building without delay. Moyo said that in a move to facilitate compliance under its “Ease of Doing Business” approach, the City of Harare has established a dedicated desk at Rowan Martin to assist with business license applications and renewals, aiming to significantly speed up the process. Business owners are also implored to pay their licenses directly at City of Harare offices and to “desist from illegally paying through unscrupulous individuals masquerading as enforcement agencies.
