Harare was placed 9th on the continent with a Crime Index of 61.5 and a Safety Index of 38.5, indicating a growing concern over urban security in one of Southern Africa’s key metropolitan hubs. The report, which analyses crime levels across Africa’s major cities, highlights a troubling trend of escalating urban insecurity. Notably, South African cities dominate the list, with Pietermaritzburg taking the top spot with a staggering Crime Index of 82.6. It was closely followed by Pretoria (81.9), Johannesburg (80.8), Durban (80.4), Port Elizabeth (78.3), and Cape Town (73.6). Other cities featured in the top 10 include Lagos, Nigeria (68.4), Windhoek, Namibia (67.0), and Nairobi, Kenya (59.6). Security analyst Tendai Mapuranga noted that Harare's ranking is a reflection of deeper socioeconomic issues. > “This is not just about petty crime or street robberies. It’s a manifestation of broader challenges—unemployment, lack of trust in law enforcement, and a deteriorating urban infrastructure,” he said. Local residents, too, have expressed concern. > “There are places in the city you just don’t go after dark,” said Linda Moyo, a resident of Harare’s Avenues area. “We’ve learned to be cautious, but it shouldn’t be this way.” The Crime Index, compiled by Numbeo and reported by Business Insider Africa, considers various factors including perceptions of safety, crime rates, and law enforcement efficiency. Authorities in Harare have previously acknowledged rising crime rates, citing economic pressures and resource constraints. However, the latest figures underscore the urgent need for more comprehensive public safety strategies. As urban populations grow and economic inequality deepens, analysts warn that without sustained intervention, cities like Harare may continue to see worsening crime trends. > “This should be a wake-up call for city planners and policymakers,” said Mapuranga. “Public safety is the bedrock of urban development. Without it, everything else falters.”
