It must be restrained by others. It is naïve to think that the Kremlin is massively increasing its military budget solely to win in Ukraine or for parades on Red Square... We also should not expect Moscow to cease its influence operations, sabotage and hybrid attacks, its efforts to weaken democracies, polarize societies, and intimidate populations across Europe. Ukraine is a test we cannot afford to fail. This is a test of European resolve and responsibility,” the diplomat said.
