**📢 Andhra Pradesh GSWS Functionaries Transfers - Key Guidelines (G.O.MS.No. 5, Dated 12-06-2025)** The Government of Andhra Pradesh has issued orders for the rationalization, categorization, and transfer of Functionaries in Village/Ward Secretariats to ensure effective governance and achieve Swarna Andhra Vision @2047. Below are the key points: ### 🗝️ Key Guidelines for Transfers 1. **Mandatory Transfers**: Functionaries with 5+ years at a Village/Ward Secretariat as of 31-05-2025 must be transferred. Others can request transfers voluntarily. 2. **Service Period Calculation**: Total years served in all cadres/posts at a Secretariat count as the period of stay. 3. **No Posting in Native Mandal**: Functionaries cannot be posted in their native Mandal. 4. **Filling Prescribed Posts**: All designated posts (6 in Category A, 7 in Category B, 8 in Category C Secretariats) must be filled as per prior G.O.s. 5. **Excess Functionaries**: If any Functionary is found excess after transfers, they will continue in the same Secretariat until further orders. 6. **Competent Authority**: District Collectors/Appointing Authorities are responsible for transfers and positioning. 7. **Priority for Specific Categories**: - Visually challenged Functionaries (exempt from transfers unless requested, posted to preferred stations if vacancies exist). - Functionaries with mentally challenged children seeking medical facilities. - Those with 2+ years in Tribal areas. - Functionaries with 40%+ disabilities. - Those with chronic medical conditions (e.g., cancer, heart surgeries) for self/spouse/dependent children. - Widowed female Functionaries appointed on compassionate grounds. 8. **Spousal Consideration**: Efforts to post husband and wife (both government employees) at the same or nearby stations. 9. **Tribal/ITDA Areas**: - Vacancies in Notified Agency (ITDA) areas to be filled first. - Interior/backward areas with high vacancies prioritized. - Functionaries transferred from ITDA areas not relieved until a substitute joins. - Functionaries posted to ITDA areas must report on time, or face disciplinary action. 10. **Pending Dues**: Functionaries will not be relieved until pending amounts are remitted. 11. **Transparency**: District Collectors must ensure a transparent, time-bound process using an IT tool provided by the Director, GSWS. https://t.me/GSWShelper ### 📅 Important Dates - **Transfer Completion Deadline**: 30-06-2025 (No transfers allowed after this date until further orders). - **HRMS Mapping Deadline**: Details of all Functionaries to be updated in the HRMS portal by 10-07-2025. - **Transfer Ban**: In effect from 03-06-2025 (as per G.O.Ms.No.23, Finance Dept., dated 15-05-2025). ### 📌 Other Key Points - **Secretariat Categorization**: Village/Ward Secretariats are categorized as A, B, and C based on population, with 6, 7, and 8 Functionaries, respectively. - **Functionary Types**: General Purpose, Specific Purpose, and Aspirational Functionaries assigned as per prior G.O.s. - **Request Transfers**: All transfers, including preferred station requests, are treated as request transfers for TTA and other benefits. - **Finance Concurrence**: Order issued with Finance Department approval (U.O.No.FIN01-HROPDPP(TRPU)/139/2025-HR-I, dated 26-05-2025). - **Action by Authorities**: Director, GSWS, and District Collectors to implement the orders, with coordination from departments like PR&RD, MA&UD, and others.
