The Ministry of Agriculture & Farmers Welfare has signed an MoU with the States of Kerala, Bihar, and Maharashtra, the PSB Alliance (representing 12 Public Sector Banks) and the National Farmers’ Welfare Program Implementation Society (NFWPIS). This partnership aims to provide secure and farmer-centric digital credit services across India. Eligible farmers, once registered in the Farmer Registry, will be able to access pre-approved credit digitally through the PSB Alliance, eliminating the need for physical verifications. Integrated with Agri Stack, this initiative ensures authenticated data use and a paperless, transparent process, empowering small and marginal farmers with easy access to credit.
Dr. Devesh Chaturvedi, Secretary, DoA&FW, Ministry of Agriculture & Farmers Welfare and Shri Manoj Joshi, Secretary, DoLR, Ministry of Rural Development, Government of India, jointly released the Special Central Assistance (SCA) Guidelines today at Sushma Swaraj Bhawan, New Delhi in the presence of senior officials and stakeholders. The launch took place during the 'National Conference on Agri Stack: Turning Data into Delivery', where the Ministry of Agriculture & Farmers Welfare unveiled the SCA initiative to support the development of Digital Public Infrastructure (DPI) in agriculture across States and Union Territories. Issued under ‘SCA to States for Capital Investment 2025–26’, the guidelines provide financial incentives for States to strengthen core digital components of Agri Stack. Total Allocation: ₹6,000 crore, on a First-Come-First-Served basis: * ₹4,000 crore for establishing State Farmer Registries (including legal heir records) * ₹2,000 crore for implementing Digital Crop Surveys as per natio
Shri Rajeev Chawla, Chief Knowledge Officer & Advisor, gave a presentation on Digitally Verifiable Credentials (DVC) and the Grievance Portal at the National Conference on Agri Stack. He explained how DVCs can help deliver government services more securely and efficiently through trusted digital records. He also shared how the Grievance Portal will help farmers raise and track complaints more easily. The session included a live demo of Agri Stack platforms and was followed by an interactive Q&A round.
Shri Rajeev Chawla, Chief Knowledge Officer and Advisor (CKO&A), addressed key aspects of strengthening Agri Stack implementation during the National Conference. He spoke on onboarding remaining States, expanding adoption in existing ones through saturation of Farmer Registry, Digital Crop Survey (DCS) and geo-referenced village maps and mandating Farmer ID for scheme eligibility. He highlighted the need for auto-updation of the registry, quality assurance in DCS and leveraging emerging technologies like AI, ML and remote sensing. Shri Chawla also emphasised state ownership of core data, outlining rights, responsibilities and guiding principles for onboarding schemes and services. The session concluded with an engaging Q&A with stakeholders.

He highlighted how Agri Stack's digital infrastructure, particularly the Farmer Registry and Digital Crop Survey can significantly enhance the efficiency, accuracy and transparency of crop insurance implementation under PMFBY. He emphasised the role of data-driven systems in ensuring timely claim processing, improved risk assessment and better outreach to insured farmers.
