ඊයේ (27) දින ජනාධිපති ලේකම් කාර්යාලයේදී දිස්ත්රික් ලේකම්වරු සමඟ සාකච්ඡාවක නිරත වීමි. රුපියල් බිලියන 1400ක ප්රාග්ධන වියදම් ඉදිරි මාස 08 තුළ ග්රාමීය මට්ටමේ ඵලදායී ව්යාපෘති වෙනුවෙන් වැය කරන ලෙස මම මෙහිදී දිස්ත්රික් ලේකම්වරුන්ට උපදෙස් ලබාදුනිමි. ග්රාමීය ආර්ථිකය දියුණු කිරීමෙන් රටේ ආර්ථික වර්ධනය 3%- 4%ක් අතර ප්රමාණයකින් ඉහළ දැමිය හැකි බව පැවසූ මා, ආර්ථිකය ගමට ප්රසාරණය කිරීමේදී පවත්නා ආර්ථික අවස්ථා වර්ධනය කිරීමත්, නව ප්රභවහඳුනා ගැනීමේත් අවශ්යතාව පැහැදිළි කළෙමි. රාජ්ය සේවය පිළිබඳ ජනතාව තුළ පවතිනුයේ යහපත් ආකල්පයක් නොවන බවත්, රාජ්ය සේවයේ අකාර්යක්ෂමතාව ඊට හේතුවී ඇති බවත් පෙන්වා දුන් මා තෘප්තිමත් රාජ්ය සේවකයෙකු නිර්මාණය කරමින්, රාජ්යසේවයේ කාර්යක්ෂමතාව ඉහළ නැංවිමේ අවශ්යතාව අවධාරණය කළෙමි. 2025 අයවැය යෝජනා මගින් ඉදිරිපත් කළ වැටුප් හා අතිකාල දීමනා පිළිබඳවද මෙහිදී සාකච්ඡා කෙරිණි. දැනට රාජ්ය සේවයේ පුරප්පාඩු 30,000ක් හඳුනාගෙන ඇති අතර කාණ්ඩ වශයෙන් එම බඳවා ගැනීම් සිදු කිරීමට අපේක්ෂා කරන බවත්, රාජ්ය සේවයේ මැද ස්ථරය එමඟින් සම්පූර්ණ වන බවත් මම පැවසුවෙමි. සංවර්ධනය යනු ගොඩනැඟිලි, පාලම් ඉදිකිරීම පමණක් නොවන බවත්, කඩා වැටී ඇති සමාජ දේහයද ඉහළට ඔසවා තැබිය යුතු බවත් මා මෙහිදී අවධාරණය කළ අතර එහි ප්රධාන කාර්ය භාරයක් දිස්ත්රික් ලේකම්වරුන් සතුව පවතින බවද පැවසුවෙමි. තම දිස්ත්රික්කවලට අදාළ ගැටලු මෙහිදී දිසාපතිවරුන් විසින් මාගේ අවධානයට යොමු කරන ලද අතර ඊට අදාළ විසඳුම් ලබා ගැනීමේ අදහස් සහ යෝජනා දීර්ඝ ලෙස සාකච්ඡා කෙරිණි. රාජ්ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්ය ආචාර්ය චන්දන අබේරත්න, ජනාධිපති ලේකම් ආචාර්ය නන්දික සනත් කුමානායක, රාජ්ය පරිපාලන අමාත්යාංශයේ ලේකම් ආලෝක බණ්ඩාර යන මහත්වරු සහ දිස්ත්රික් ලේකම්වරු මෙම අවස්ථාවට එක්ව සිටියහ. இன்று (27) ஜனாதிபதி அலுவலகத்தில் நடைபெற்ற மாவட்டச் செயலாளர்களுடனான சந்திப்பில் கலந்துகொண்டேன். 1400 பில்லியன் மூலதன ஒதுக்கீட்டை அடுத்த 08 மாதங்களில் கிராமிய மட்டத்திலான பயனுள்ள திட்டங்களுக்காக பயன்படுத்துமாறு அரசாங்க அதிபர்களுக்கு அறிவுறுத்தினேன். கிராமிய பொருளாதாரத்தை பலப்படுத்துவதால் நாட்டின் பொருளாதாரத்தை 3% - 4% ஆக அதிகரிக்க முடியுமெனவும், பொருளாதாரத்தை கிராமத்தை நோக்கி நகர்த்தும் போது தற்போது உள்ள பொருளாதார வாய்ப்புக்களை பலப்படுத்தவும், புதிய வாய்ப்புக்களை அறிந்துகொள்வதற்குமான அவசியத்தையும் தௌிவுபடுத்தினேன். மேலும், அரச சேவை தொடர்பில் மக்கள் மத்தியில் நல்லெண்ணம் கிடையாது எனவும், அதற்கு வினைத்திறன் இன்மையே காரணமாகும் என சுட்டிக்காட்டியதுடன், திருப்திகரமான அரச சேவையை உருவாக்கி அரச சேவையின் வினைத்திறனை மேம்படுத்த வேண்டியதன் அவசியத்தையும் வலியுறுத்தினேன். 2025 வரவு செலவுத் திட்ட பரிந்துரைகளில் முன்வைக்கப்பட்டுள்ள சம்பள மற்றும் மேலதிக நேரக் கொடுப்பனவு தொடர்பிலும் இதன் போது ஆராயப்பட்டது. தற்போதும் அரச சேவையில் 30,000 வெற்றிடங்கள் அறியப்பட்டிருப்பதால், அதற்காக ஆட்சேர்ப்பு செய்ய எதிர்பார்த்திருப்பதாகவும், அதனால் அரச சேவையின் நடுத்தர பணியாளர்களுக்கான வெற்றிடங்கள் முழுமையடையும் என்றும் கூறினேன். அபிவிருத்தி என்பது கட்டிடங்கள், பாலங்களை கட்டுவது மாத்திரமல்ல என்றும்,வீழ்ச்சியடைந்திருக்கும் சமூகக் கட்டமைப்பை உயர்த்தி வைக்க வேண்டியது அவசியம் என்றும், அதில் முதன்மைப் பணி மாவட்ட செயலாளர்களை சார்ந்திருப்பதாகவும் தெரிவித்தேன். மேலும், இதன்போது மாவட்டங்களுக்கு அமைவான பிரச்சினைகள் குறித்து அரசாங்க அதிபர்கள் எனது கவனத்திற்கு கொண்டு வந்திருந்ததுடன், அதற்கான தீர்வுகளை பெற்றுக்கொள்வதற்கான முன்மொழிவுகள் தொடர்பிலும் கலந்துரையாடப்பட்டது. அரச நிருவாக, மாகாண சபைகள் மற்றும் உள்ளூராட்சி மன்றங்கள் அமைச்சர் கலாநிதி சந்தன அபேரத்ன, ஜனாதிபதியின் செயலாளர் கலாநிதி நந்திக சனத் குமாநாயக்க, அரச நிருவாக அமைச்சின் செயலாளர் ஆலோக பண்டார மற்றும் மாவட்டச் செயலாளர்களும் இதில் கலந்துகொண்டிருந்தனர். Yesterday (27), I met with District Secretaries at the Presidential Secretariat. I instructed them to allocate Rs. 1,400 billion in capital expenditure over the next eight months for productive projects at the grassroot level. Emphasizing that strengthening the rural economy could contribute to an economic growth rate of 3%–4%, I highlighted the need to expand existing economic opportunities and identify new sources of growth to facilitate the decentralization of economic development. I pointed out that the public does not hold a positive perception of the public service due to its inefficiency. Therefore, I stressed the necessity of enhancing the efficiency of the public service while ensuring the well-being of government employees. Discussions were also held regarding the salary and overtime allowances proposed in the budget-2025. It was noted that 30,000 vacancies in the public sector have been identified, and recruitment will be carried out in phases to ensure the completion of the middle tier of the state administration. I underscored that development is not limited to constructing buildings and bridges but also involves uplifting the deteriorating social fabric, a responsibility that lies significantly with the District Secretaries. During the discussion, the District Secretaries brought to my attention issues specific to their districts, and extensive discussions were held to explore possible solutions and proposals. Minister of Public Administration, Provincial Councils, and Local Government, Dr. Chandana Abeyratne; Secretary to the President, Dr. Nandika Sanath Kumanayake; and Secretary to the Ministry of Public Administration, Aloka Bandara, along with the District Secretaries attended this meeting.

Today (25), I met with the Indonesian Ambassador to Sri Lanka, Dewi Gustina Tobing at the Presidential Secretariat. Ambassador Tobing extended the Indonesian government's congratulations to the new government of Sri Labka and expressed her commitment to strengthening the 70-year-long friendship between us. She noted that both Sri Lanka and Indonesia had recently established new governments following their respective elections. She also stated that Indonesia supports Sri Lanka's "Clean Sri Lanka" program and has launched a similar program in Indonesia. The discussion also focused on enhancing trade relations between our countries, including the establishment of preferential and free trade agreements. Additionally, we explored ways to strengthen economic, social, and cultural ties, aiming to expand markets in a mutually beneficial manner. The meeting was attended by Senior Additional Secretary to the President Roshan Gamage and Indonesian Deputy Ambassador Fiki Oktanio.
අද (25) පෙරවරුවේ ජනාධිපති කාර්යාලයේදී ජාත්යන්තර රතු කුරුස කමිටුවේ (ICRC) නියෝජිත කණ්ඩායමේ නව ප්රධානී සෙවරින් ෂපාස් මහත්මිය (Ms. Severine Chappaz) හමුවීමි. ශ්රී ලංකාවේ නව රජය ගෙනයන වැඩපිළිවෙලට ජාත්යන්තර රතුකුරුස සංවිධානයේ සහාය ලබාදීමට මෙහිදී අවධානය යොමු විය. ඒ අනුව අතුරුදහන් වූවන්ගේ කාර්යාලයට අදාළ ක්රියාවලිය ශක්තිමත් කිරීමට අවශ්ය තාක්ෂණික සහාය ලබාදීමටත්, ධාරිතා සංවර්ධනය කිරීමටත් ශ්රී ලංකා රතු කුරුස සංවිධානයේ එකඟතාව පළ කෙරිණි. අතුරුදහන් වූ පුද්ගලයින් සෙවීම සම්බන්ධයෙන් ක්රියාත්මක කර ඇති වැඩසටහන් සඳහා මෙවර අයවැයෙන් මුදල් වෙන් කර ඇති බවත් මම මෙහිදී පැවසුවෙමි. ජාති, ආගම් භේදවලින් තොරව එකම ශ්රී ලාංකික ජාතියක් ලෙස, එක්ව ඉදිරියට යන ගමන වඩා සවිමත් කිරීම වෙනුවෙන් "Sri Lankan Day" සැමරීමට රජය සැලසුම් කර ඇති බවද මම සඳහන් කළෙමි. ජාත්යන්තර රතුකුරුස සංවිධානය 1989 සිට ශ්රී ලංකාවේ සිදු කරන මානුෂීය මෙහෙයුම් මෙහිදී අගය කළ මා ඒ වෙනුවෙන් ස්තූතිය පළ කළෙමි. ජනාධිපති ජ්යෙෂ්ඨ අතිරේක ලේකම් රෝෂන් ගමගේ මහතා සහ ජාත්යන්තර රතු කුරුස කමිටුවේ සන්නිවේදන කළමනාකරු රුවන්ති ජයසුන්දර මෙනවිය ද මෙම අවස්ථාවට එක්ව සිටියහ. சர்வதேச செஞ்சிலுவைச் சங்கத்தின் (ICRC)பிரதிநிதிகள் குழுவின் புதிய பிரதானி திருமதி செவரின் சபாஸை (Ms.Severine Chappaz) இன்று (25) ஜனாதிபதி அலுவலகத்தில் சந்தித்தேன். இலங்கையின் புதிய அரசாங்கத்தால் மேற்கொள்ளப்படும் திட்டங்களுக்கு சர்வதேச செஞ்சிலுவை சங்கத்தின் ஆதரவை வழங்குவது குறித்து இதன் போது கவனம் செலுத்தப்பட்டது. அதன்படி, காணாமல் போன ஆட்கள் பற்றிய அலுவலகத்தை வலுப்படுத்த தேவையான தொழில்நுட்ப உதவிகளை வழங்கவும் திறன் மேம்பாட்டிற்காகவும் இலங்கை செஞ்சிலுவைச் சங்கம் உடன்பாடு தெரிவித்தது. காணாமல் போனவர்களைத் தேடுவதற்காக செயல்படுத்தப்படும் திட்டங்களுக்கு இந்த ஆண்டு வரவு செலவுத் திட்டத்தில் நிதி ஒதுக்கப்பட்டுள்ளதாக இதன்போது நான் தெரிவித்தேன். இன மத பேதமின்றி , ஒரே இலங்கை தேசமாக ஒன்றிணைந்து முன்னோக்கிச் செல்லும் பயணத்தை மேலும் வலுப்படுத்துவதற்காக "Sri Lankan Day" கொண்டாட அரசாங்கம் திட்டமிட்டுள்ளதாகவும் நான் தெரிவித்தேன். 1989 ஆம் ஆண்டு முதல் சர்வதேச செஞ்சிலுவைச் சங்கம் இலங்கையில் மேற்கொண்டு வரும் மனிதாபிமான நடவடிக்கைகளுக்கு நான் பாராட்டுத் தெரிவித்தேன். இந்த சந்திப்பில் ஜனாதிபதியின் சிரேஷ்ட மேலதிகச் செயலாளர் ரோஷன் கமகே மற்றும் சர்வதேச செஞ்சிலுவைச் சங்கத்தின் தொடர்பாடல் முகாமையாளர் திருமதி ருவந்தி ஜயசுந்தர ஆகியோரும் கலந்து கொண்டனர். Today (25), I met with Ms. Severine Chappaz, the newly appointed Head of Delegation of the International Committee of the Red Cross (ICRC) at the Presidential Secretariat. During the discussion, attention was given to the ICRC’s support for the initiatives undertaken by our new government. Accordingly, the Sri Lanka Red Cross Society expressed its commitment to providing the necessary technical assistance and capacity-building support to strengthen the processes related to the Office on Missing Persons. I also stated that funds have been allocated in this year’s budget for programs aimed at searching for missing persons. Furthermore, I mentioned that the government has planned to celebrate "Sri Lankan Day" as an effort to strengthen national unity and move forward as one Sri Lankan nation, irrespective of ethnic or religious differences. I expressed my gratitude for the humanitarian operations the ICRC has been conducting in Sri Lanka since 1989. The meeting was also attended by Senior Additional Secretary to the President Roshan Gamage, and the ICRC’s Communications Manager, Ruwanthi Jayasundare.
